  38. Are both you and the ISPs using the same telco?  Different telcos can use
  39. different equipment causing this type of problem.  I see it at work all 
  40. the time - receive speeds of 19.2 or so and send of 24k or so.  Using a 
  41. modem with the ability to display line characteristics, I see really bad 
  42. near end echo figures which probably explains the difference in speeds.

  44. In your case, perhaps your line card/line are causing the problem.
